Tom Fairley / President & Chief Executive Officer
Mr. Fairley brings to Offshore Specialty Fabricators almost 40 years of experience and a distinguished track record of managing global companies. He was formerly chief executive officer of Trico Marine Services, a fleet of offshore platform support vessels and anchor handlers for the oil and gas industry. He is a former member of the board of directors of Gulf Island Fabrication, a NYSE-listed firm.
Murphy Bourke / Consultant
Mr. Bourke brings to Offshore Specialty Fabricators 32 years of experience in the fabrication and marine industry. He spent 24 years at NYSE-listed Gulf Island Fabrication, from which he retired in 2008 at the level of executive vice president. Since then, he has consulted for both international and American engineering and construction companies for shallow and deepwater applications. Mr. Bourke holds a B.A. from Southeastern Louisiana University.
Harlan Belanger / Executive Vice President
Mr. Belanger is a Certified Public Accountant who has been in the oil and gas drilling and production industry since 1969. In addition to his position at Offshore Specialty Fabricators, he serves as president of parent company Offshore Express, LLC, a position he has held since 1988.
Brian Kern / Manager, Derrick Barge Division
Mr. Kern brings more than 35 years of offshore construction and fabrication experience to Offshore Specialty Fabricators. A hands-on manager, he joined OSF in 1992 and has held all supervisory and management positions within the Derrick Barge Division. He is the qualifying party for the firm’s Louisiana Contractors License classifications of Heavy and Oilfield Construction.
Kerrel Positerry / Operations Manager
Mr. Positerry has 37 years of experience in domestic and foreign lay barge and derrick barge operations worldwide. He joined OSF in 1999, and supervises all derrick barge operations, , personnel and equipment related to offshore platform installation and structure decommissioning and removal.
Grant Voisin / Bids, Project Manager
With more than 39 years of experience in platform and pipeline construction and decommissioning, and as a former derrick barge superintendent, Mr. Voisin brings to OSF a unique perspective on controlling project costs. He joined the company in 2000 and is responsible for calculating and submitting proposals for document review, and for contract negotiations.
Ed Williams / Project Manager
Mr. Williams has offshore derrick barge experience and has been a project manager for OSF since 2007. He is responsible for planning and coordination of awarded and ongoing projects, and for reviewing project cost and time analysis for the duration of projects. With two Bachelor of Science degrees in management and in finance, Mr. Williams is responsible for creating client invoices and reviewing all third-party costs associated with the projects.
Jeremiah Kern / Project Manager
Mr. Kern is a Professional Engineer with previous experience in offshore structural and pipeline design, permitting, bidding and fabrication. He has hands-on offshore work experience as well as extensive knowledge and experience managing derrick barge structural installation and removal work in the U.S. Gulf of Mexico. Mr. Kern has a Bachelor of Science in Civil Engineering from Louisiana State University and joined OSF in 2006.
Keith Martinez / Director of Administration
Mr. Martinez has 21 years of experience in offshore operations. Joining OSF in 2007, he has been the Director of Administration in charge of the HR Department and all of its functions for the Derrick Barge Division and Boat Division, as well as the North and South Yard facilities. Mr. Martinez is also in charge of company security, ISM, safety and environmental. He was previously the safety coordinator as well as operations manager for Trico Marine.
Cesar Ochoa / HSS&E Manager
Mr. Ochoa is retired military, serving 30 years with the U.S. Marine Corps and Army. He has been in the offshore industry for the past six years. He has worked for OSF for the past four years and has developed all safety and training programs and manuals as well as API ISO/TS 29001, ISO 9001 manuals. Prior to OSF, Mr. Ochoa worked for Con-Dive, Inc. developing safety, safe practice, dive and international safety as well as inspection manuals.
Joe Soileau / Marine Support Manager
Mr. Soileau has more than 18 years of experience in marine repairs, inspections and management. With OSF since 2007, his responsibilities include vessel maintenance and inspection and the coordination of the support vessels, as well as supervising the North Yard facility.
